BID (Business Improvement District) - FAQ

What is a BID?

A BID is an equitable method of collecting funds to enhance and promote a specific area, in our case, bordered by Catalina, Palos Verdes Blvd, Avenue I and Elena. Business Improvement Districts have been successfully implemented in many districts that share ongoing goals of beautification and vitality such as Manhattan Beach, Santa Monica, El Segundo and Pasadena.

How would these funds be determined?

All business licensees within the BID area will be assessed a fee at the time of their license renewal. The BID fee will be 1/10th of 1% of the annual gross revenue based upon the previous years receipts. For example, if your business grossed $300,000 this year, your assessment next year will be $300. There will be a minimum of $100 and a maximum of $750 annually for the BID assessment.

I pay RVA dues already. Why should I support this additional fee?

The BID will replace the current membership dues program of the RVA. BID funds will eliminate the need to collect money for the operation of the RVA. All business licensees within the defined district will pay toward the BID. This eliminates the "some pay and many do not" history of supporting Village improvements and activities.

Who collects the BID money and where does it go?

The fees will be collected by the City of Redondo Beach along with your business license fees. 100% of the BID funds will be turned over to the Riviera Village Business Improvement District. The licensee must pay BID assessments or their business license will not be renewed.

What will this money be used for and how does this benefit me?

BID funds will be used for beautification (for example: lighting, landscaping, pedestrian friendly improvements, etc) and marketing (such as: creation and implementation of a Riviera Village identity program, professionally managed advertising and promotion for events). As a business owner, you will benefit from a better environment and the additional marketing of our district. As a property owner, the beautification of the district will only enhance the value of your building.

When will the BID assessment begin?

The BID assessment should show up on your business license renewal starting with the first quarter of 2004. Until then, all funding for RVA events (sidewalk sale, Halloween and Holiday Stroll) will come from your current membership dues!
